A traditional turbine has a nestle and the blades are attached to a shaft inside that nestle. In that nestle is also where the gear box and the energy generator are. The inside of the nestle has a lot of components that make the actual turbine work. With all of those components comes mechanical resistance that has to be overcome by high enough wind speeds before the blades begin rotating. Traditional wind turbines do not begin rotating until wind speeds reach about 8 to 10 MPH.
